Charlotte Biblow
Charlotte Biblow is a Partner in the Municipal Litigation Group and heads the firm's Environmental Law Practice Group. Ms. Biblow joined Farrell Fritz in 2003. Ms. Biblow concentrates her practice in environmental law and litigation. She represents clients in environmental, toxic tort, cost recovery and products liability litigation. Ms. Biblow counsels clients about environmental permitting, regulatory compliance and investigation and remediation of environmentally impacted properties. She is an experienced negotiator with federal, state and municipal environmental regulators. She also represents corporations, individuals and financial institutions in business transactions involving due diligence, audits, and regulations as they relate to transactions.
Prior to joining Farrell Fritz, Ms. Biblow was a Partner at the law firm of Rivkin Radler LLP in the Business Litigation/Appeals Unit and headed that firm’s Environmental, Science and Technology Litigation Practice Group. She represented clients in all phases of civil litigation in both state and federal courts and before administrative agencies with emphasis on environmental law, toxic torts, products liability, hazardous waste matters and commercial litigation. She had been lead trial counsel in both jury and non-jury trials. She also represented clients before governmental agencies regarding issues of regulatory compliance.

Ms. Biblow was previously a Deputy Assistant Chief in the General Litigation Division of the Law Department of the City of New York. In this position, she conducted all phases of civil litigation in federal and state courts and before administrative agencies. She argued appeals before the New York State Court of Appeals and the Appellate Division, First and Second Departments. She was lead defense counsel in a major class action and was lead counsel in several jury and non-jury trials. Her areas of practice included environmental, civil rights, employment discrimination, labor, pensions, education, constitutional, personnel matters, and utility regulation.

Ms. Biblow received her Juris Doctor Degree from St. John's University School of Law. She received a Master of Science in Environmental Health Science from Hunter College, which she attended on a teaching fellowship, and a Bachelor of Science Degree cum laude in Chemistry from the State University of New York at Albany. Prior to practicing law, Ms. Biblow was a doctoral student at Rutgers University in the Department of Environmental Sciences.

Ms. Biblow is admitted to the New York State Courts, the United States District Courts for the Southern and Eastern Districts of New York, the United States Court of Appeals for the Second Circuit, and the Supreme Court of the United States. She is a member of the American Bar Association, the New York State Bar Association, and the Defense Research Institute (DRI). She is the Past Chairperson of DRI's Industrywide Litigation Committee.

Ms. Biblow has published several articles and has made presentations on a variety of topics, including brownfields, environmental law, the impact of environmental law on real estate transfers, toxic torts, lead poisoning litigation, mold litigation, electromagnetic field litigation, natural resources damage assessments, biotechnology and indoor air pollution.
